They hire through campus in limited colleges. If you are not from these high end colleges then the option for you is to find a perfect reference and apply through him/her. If you are awesome with networks & certified (CCNA Certification/Network Certifications/RHCE are a must) then you may have your chances. But yes the number they hire is quite low.
I know few students who were from a small college from Madhya Pradesh and got offer from juniper 3 years back. It was through the reference of their network trainer who himself was an Ex Employee of Juniper. The students selected were top rated in their Network & Information security skills.

I joined Juniper networks Bangalore in 2012 and I worked there for almost two years. Following is my experience there.
1) Facility wise Juniper networks is top notch. They give individual cubicles to developers. Also they give RSUs, better than average market salary, they have good transportation etc.
2) The fact is Juniper networks is having some tough time in market for last several years. None of the new products is doing well in the market. For example I worked in a product called Qfabric. After several years of development and many million dollars of investment they scrapped the product. There is some kind of frustration, desperation and lack of vision among the top executives. This company now has all the symptoms of a sinking ship. They fire people randomly. Even senior level people are not spared. They fired their last CEO in 10 months. As a consequence this has become a place for playing politics where people are busy in saving their a** at the expense of others rather than doing any meaningful work for which Juniper was once famous for.
